Recognises the contribution of the EU battle-groups to the transformation of Member States’ armed forces, driving military interoperability and promoting multinational cooperation; notes, however,deplores the fact that the concept has not yet proven its utility as a rapid reaction instrument in operations, and that without substantial modifications any agreement on deployment appears unlikely;
