Recalls that democratic participation stemming from electoral rights cannot be imposed on citizens, but should originate in them; considers, in this respect, that the electoral process is a means of giving European citizens a feeling of ownership of democracy and points out that European political parties play a key role in forming a European demos and that they contribute to enriching the ‘European identity’ of citizens;
