The Member States whose currency is the euro may(1) TFEU “(c) to establish a permanent stability mechanism to be activated if indispensable to safeguard the stabilitycohesion of the euro area as a whole. The granting of any required financial assistance under the mechanism will be made subject to strict conditionalitydetailed rules laid down in a regulation to be adopted in accordance with the ordinary legislative procedure.”.

For those measures set out in point (c) of paragraph 1, only members of the Council representing Member States participating in the mechanism shall take part in the vote.”.
