Opposes the stipulations contained in articles 42 - 46 (of section 2 "Provisions on the common security and defence policy") of the Lisbon Treaty, and in particular the obligation for the Member States to "progressively ... improve their military capabilities", the establishment of a European Defence Agency, the possibility of the deployment of combat forces all over the world, the mutual defence and solidarity clause which binds all Member States to provide aid and assistance "by all means in their power", and the extension of the 'enhanced co- operation' to the defence and security field by encouraging a hard core of particularly capable states, to be achieved by what is known as ‘permanent structured cooperation’; expresses its deep concern about the fact that this newly embarked strategy of prioritizing security, defence and armament aspects will move the Union away from the model of a civil power;
